Résumé :
We propose a tri-level programming model for disaster preparedness planning. The three levels consider respectively, facility location and inventory pre-positioning, disaster damage, and response and recovery. Using an interdiction (vs. a stochastic) framework allows parametric and scenario analysis on damage severity, and facilitates scenario exploration for decision-support. We develop an iterative dual-ascent solution approach, present computational results and draw some managerial insights.
